This is Falfurrias, Texas

Falfurrias is the county seat of Brooks County, Texas, United States. The town is named for founder Edward Cunningham Lasater's ranch, La Mota de Falfurrias. In 1893, the Falfurrias ranch was one of the largest in Texas at some 350,000 acres.

The city is centered around the intersection of U.S. Highway 281 and State Highway 285 and is approximately 81 miles southwest of Corpus Christi, 90 miles southeast of Laredo, and 36 miles south of Alice. Population was 6,200 as of 2010.

NOTICE is hereby given of a REGULAR MEETING, of the City Council, for the City of Falfurrias, County of Brooks, State of Texas, to be held on WEDNESDAY, August 20, 2014 at 6:30 p.m. at: Falfurrias Police Department Conference Room at 205 E. Allen St. Falfurrias, Texas 78355 for the purpose of considering the following numbered items.
 
If during the course of this Council Meeting, the City Council should determine that a closed meeting or executive session of the Council is required, such closed meeting or executive session will be conducted during or soon after the commencement of the meeting covered by this notice. This closed meeting or executive session will follow the guidelines and subject matter as set forth under Title 5, Chapter 551, of Texas Government Code and an amendments thereto.
 
  • ITEM 1.) CALL TO ORDER AND CERTIFICATION OF A QUORUM:
  • ITEM 2.) CITIZEN COMMENTS: This is the opportunity for visitors and guests to address the City Council on any issue. City Council may not discuss any presented issue, nor may any action be taken on any issue at this time. (Attorney General Opinion – JC 0169).

  • ITEM 13.) PRESENTATION – Brooks County 4-H request for financial assistance from the City of Falfurrias Hotel/Motel Fund for the 37th Annual Fiesta Del Pan De Campo by Celia Salinas. 
  • ITEM 14.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on recommendation to postpone 2014 City of Falfurrias Streets Project and possibly accept bid request for S. Fitzgerald St. – W. Adams St.     
  • ITEM 15.) CONISDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on amendment to Ordinance No. 531 – to require that tires not be stored in public view by tire establishments on their premises. 
  • ITEM 16.) CONISDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on amendment to Ordinance No. 510 – An amendment regarding grass cuttings, leaves, and tree limbs placement and disposing. 
  • ITEM 17.) CONISDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on Ordinance No. XXX – AN ORDINANCE ESTABLISHING RESPONSIBILITY ON THE MAINTENANCE OF RIGHT-OF-WAY, EASEMENTS, AND ALLEYS.  
  • ITEM 18.) CONISDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on Ordinance No. XXX – AN ORDINANCE ESTABLISHING APPENDIX B: THE MASTER FEE SCHEDULE FOR THE CITY OF FALFURRIAS THEREBY ALLOWING FOR THE ADOPTION BY RESOLUTION OF A MASTER FEE SCHEDULE CHANGE AND REMOVE SPECIFIC FEES FROM INDIVIDUAL CITY ORDINANCES; THUS, ESTABLISHING GREATER FLEXIBILITY FOR SETTING FEES AS THE NEED ARISES.
  • ITEM 19.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on setting a policy pursuant to Ordinance No. 580 establishing guidelines and criteria for use of youth fund activities.  
  • ITEM 20.) DISCUSSION AND POSSIBLE ACTION CONCERNING: To discuss amending roles and responsibilities of the Falfurrias Utilities Advisory Board in Ordinance No. 578, and to discuss allowing Mayor to designate an Alderman to serve as Ex-Officio. 
  • ITEM 21.) CONISDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on Resolution No. XXX – A RESOLUTION PROVIDING ADOPTION OF THE CITY OF FALFURRIAS 2013-20133 COMPREHENSIVE PLAN AND ACTION PLAN. 
  • ITEM 22.) CONSIDERATION AND POSSIBLE ACTION CONCERING: To discuss and possibly approve certification of 2013 excess debt collections and certification of 2014 anticipated collection rate, pursuant to Section 26.04(b) of the Texas Property Tax Code. (Director of Finance).
  • ITEM 23.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on accepting 2014 certified total appraised, assessed, and taxable values of all property and total taxable values of new property in the City of Falfurrias as certified by the Brooks County Appraisal District. (Director of Finance).
  • ITEM 24.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on considering a proposed tax rate; if proposed tax rate will exceed the effective tax rate or the rollback rate (whichever is lower), take record vote and schedule public hearings (Director of Finance).
  • ITEM 25.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on accepting the work performed by TxDot under “Standard Utility Agreement U11767 - Clancey Lift Station and Sanitary Sewer Relocation Project”. (Utilities Director)
  • ITEM 26.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on releasing retainage held by TxDot for services performed by the Falfurrias Utility Board and Fulcrum Consulting Services under Standard Utility Agreement U11767 – Clancey Lift Station and Sanitary Sewer Relocation Project”. (Utilities Director) 
  • ITEM 27.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on a budget amendment for gas system condition assessment. (Recommended by Utilities Board)
  • ITEM 28.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possible vote on solid waste rate adjustments for commercial customers and to update fees on Master Fee Schedule. 
  • ITEM 29.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and possibly vote on amending Interlocal Agreement between City of Falfurrias, Brooks County ISD, and Brooks County for ad valorem tax collection services. 
  • ITEM 30.) CONISDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on reappointment of Ricardo Soliz as Municipal Court Judge for a term provided in Ordinance No. 514.
  • ITEM 31.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To discuss and vote on June financials for General and Special Revenue funds. 
  • ITEM 32.) BRIEFING, DISCUSSION, AND DIRECTION CONCERNING: To discuss the updates to the CIP spreadsheet for water, sewer, and gas system improvements and the cost of service model. 
  • ITEM 33.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To approve a $1,000 offer by August Patroelj to purchase tax sale property on Lot 10, Block ‘M’, Maupin Addition, an addition to the City of Falfurrias, as described in as Tract 1, Volume ‘114’ Page 455, Deed Records of Brooks County, Texas belonging to Soila O. Lopez by Linebarger, Goggan, Blair & Sampson delinquent attorneys and approve a Resolution No.XXX. 
  • ITEM 34.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To approve a $2,500 offer by Marcus Cavazos to purchase tax sale property on Lot 5, Block ‘K’, Rachal’s Addition, an addition to the City of Falfurrias, as described in Volume ‘40’ Page 232, Deed Records of Brooks County, Texas belonging to Maria Garcia Gonzales Peña by Linebarger, Goggan, Blair & Sampson delinquent attorneys and approve a Resolution No.XXX. 
  • ITEM 35.) CONSIDERATION AND POSSIBLE ACTION CONCERNING: To approve a $2,750 offer by Arturo A. Treviño and Juanita R. Treviño to purchase tax sale property on Lot 14, Block ‘C’, Rachal Addition, an addition to the City of Falfurrias, as described in Volume ‘5’ Page 37, Deed Records of Brooks County, Texas belonging to Francisca Gonzalez, et al. by Linebarger, Goggan, Blair & Sampson delinquent attorneys and approve a Resolution No.XXX.

“At this time, the City Council and Staff will report/update on all Committee/Board assignments which may include, but is not limited to the following: Utilities Advisory Board, Coastal Bend Council of Governments, Heritage Museum Board, Falfurrias Golfer’s Association and Texas Municipal League. Staff reports include the following: Code Enforcement, Accounting & Finance – Financial & Investment Information, Monthly Financial Reports, Police Department – Grant Updates, Police Reports; Municipal Court – Monthly Collection Reports, Court Schedule; Public Works – Building Maintenance, Street Updates, Construction Updates; Utilities – Construction Projects; Park Services – Grant update (s), miscellaneous park projects; Administration – Workshop Schedule, Interlocal Agreements, Public Information, Hotel Occupancy Report, Downtown projects, Chapter 59 Project, Financial Advisor.
